Note: some of these could be dynamic IPs, they could be consumer broadband. Use this list at your own risk; I offer no guarantees as to accuracy. Persons with IPs listed here can easily get themselves removed. They'll know how.
Note 2: Although I personally blacklist in perpetuity until I am contacted, I've noticed that this list is being used as a reference. To avoid IP addresses being unjustly blocked permanently, the public list is now limited to offenders from the last 30 days.
